Ukraine may be left without scrap — what are the consequences.


Ukraine may be left without critical raw materials for infrastructure restoration and metallurgy due to mass export of scrap abroad.
Metallurgical enterprises in Ukraine increased exports of long metal products by 60.6% in the first half of 2025 compared to the same period last year — to 411,95 thousand tons.
Where scrap is exported from Ukraine
The main part of the products is directed to Poland — 94.1 thousand tons. Ukrainian manufacturers also exported hot-rolled bars and billets made of carbon steel to various countries in Europe.
In the second quarter, shipments of products increased by 116% year-on-year and by 33.7% quarter-on-quarter — to 235.7 thousand tons.
Why mass export of scrap is unprofitable for Ukraine
The export of scrap from Ukraine to the EU with zero duties has led to budget losses. The deputy chairman of the Verkhovna Rada committee emphasized the importance of processing scrap in Ukraine to create added value and generate more profit.
The Ministry of Economy has initiated the introduction of licensing and quota regulations for scrap export to ensure stability in the metallurgy sector and meet domestic market needs.
Constant export of scrap from Ukraine may lead to a loss of critical raw materials for the development of infrastructure and metallurgy in the country. In particular, the authorities are considering the possibility of imposing restrictions on scrap export to ensure stability in the metallurgy sector and maximize profits from domestic processing.Read also
