In Ukraine, pensions will be cut for more than 23 thousand: who is at risk from 2025.


The President signed the law on the budget for 2025
The President of Ukraine signed the law 'On the budget of Ukraine for 2025', which introduces changes to pension provision. The main feature of this document is the preservation of current social indicators at the previous level.
Pension expert Serhiy Korobkin noted that 'the minimum subsistence level will remain unchanged. For pensioners, this means 2361 UAH, which is the lowest indicator among all categories of the population.'
Limiting high pensions and special conditions for other population groups
The law provides for a temporary restriction on high pensions during the state of war. Pensions exceeding 10 minimum subsistence levels will be temporarily reduced. Amounts exceeding 23610 UAH will be decreased by a certain percentage.
The minimum wage will remain unchanged at 8000 UAH, and most pension supplements will also remain unchanged. Changes will affect internally displaced persons who have blocked accounts in Oschadbank for more than a year, as well as individuals who have not undergone identification.
Residents of the Chernobyl zone will receive an additional payment of 2361 UAH during the state of war if they do not work and reside permanently in areas of mandatory and guaranteed voluntary resettlement, an expert stated.
Pension indexing will be done at the government's discretion
The law states that pension indexing in 2025 will be conducted at the decision of the Cabinet of Ministers, rather than according to the standard procedure as required by law. The government claims that it will still carry out indexing regardless of this.
