Moscow prepares to refuse. ISW analyzes the latest statements from the Kremlin about negotiations in Istanbul.

Russian officials refuse direct negotiations with their Ukrainian counterparts
According to the Institute for the Study of War report, Russian officials are rejecting cooperation with Ukraine in direct negotiations, despite President Zelensky's invitation for a meeting in Istanbul. The Deputy Speaker of the Federation Council of the Russian Federation considers the Ukrainian leader's initiative to be a 'spectacle' and a 'comedy', questioning Ukraine's serious intentions.
Representatives of the Russian authorities expressed distrust towards Ukraine and accused it of violating previous agreements. Furthermore, the occupying authorities in the captured territories claim that Zelensky's invitation aims to create a negative image of Putin in case he refuses.
Analysts from the Institute for the Study of War emphasize that such a position from Russia could lead to a prolonged conflict, as it prepares the population for it. In addition, the refusal to recognize the legitimacy of the Ukrainian government could threaten any peace agreement.
