A nasty surprise awaits applicants: Ukrainians will not be able to enroll in universities without military registration documents.

Ukrainian male applicants have been provided with important information regarding the necessity of having certain military registration documents when enrolling in higher educational institutions.
According to data published on the portal osvita.ua, young men planning to study at higher or vocational educational institutions after receiving an admission recommendation in 2025 will have to present a military registration document upon enrollment.
Exemption from document submission
Applicants born in 2009 and younger are exempt from the requirement to submit a military registration document. An important condition for the validity of the paper document is its issuance before the entry into force of the Law of Ukraine No. 3633-IX dated April 11, 2024.
Information regarding the electronic document
Applicants have the opportunity to obtain an electronic military registration document through the Reserve+ application and subsequently print it. The procedure is free of charge, but requires electronic identification and authentication. The electronic document contains a QR code and is valid for one year from the moment of its creation.
- If there is a need for an electronic document, it can be obtained via a personal account or by contacting the CNAP through the 'Diia' portal.
For those who wish to receive detailed instructions on how to obtain the military registration document and other important aspects regarding its acquisition, they can find them on the osvita.ua website.
