New rule for counting foreign service
Ukrainians who have worked abroad or in former Soviet republics have received new rules for counting service for pension appointment. The Cabinet of Ministers of Ukraine has approved the procedure, after a year's delay, which allows the application of the norms of Law No. 3674, adopted by the Verkhovna Rada in April 2024. This was reported by journalist Sergey Korobkin.
'Finally, the government made an important decision regarding pensions, but with a violation of the deadlines set by law,' noted Korobkin.
The new Procedure, approved by Cabinet Resolution No. 562 of May 16, 2025, defines the rules for confirming foreign service. The counting of such service will be conditional and will only apply if there is not enough Ukrainian service for pension appointment. This service will not affect the amount of the pension.
'When calculating the pension, foreign service will not be taken into account,' explained the expert.
Service in former Soviet republics before 1992
In addition, the new rules also apply to service acquired in former Soviet republics before 1992. This service will be full and will affect the amount of the pension if the person did not receive pension payments from other countries during this period. To confirm this service, relevant documents must be provided to the Pension Fund of Ukraine.
The new rules do not apply to countries with which there are pension agreements. In addition, workers who worked abroad within the framework of the USSR can easily count this service. Pensions appointed before the new law came into effect are not subject to review.
