After Odessa's establishments were allowed to operate until 11:00 PM, the number of curfew violators has somewhat increased. However, despite this, there are currently no penalties for such actions under the law.

This is evident from the response to a request from Novyny.LIVE to the Main Directorate of the National Police in the Odessa region.

Number of violators

After extending the operating hours of cafes, restaurants, and clubs, the number of curfew violators has increased, but not significantly, within 7-8%. Police explain this by the fact that many guests from other regions come to our city during the summer period. And in some regions, the curfew is currently non-existent.

The largest number of violators is recorded on weekends and holidays.

How they can be punished

Currently, there is no direct responsibility defined by law for violating the curfew. However, law enforcement agencies still have the right to carry out the following actions during this period:

  • detain and deliver individuals who have committed offenses to the National Police units
  • check the identification and documents of individuals and, if necessary, conduct searches
  • seize items used to commit violations
  • restrict the movement of individuals and vehicles (and evacuate them if necessary)
  • enter the premises of businesses and residential buildings if necessary to stop offenses
  • use citizens' vehicles to stop illegal actions (with the consent of their owners)
  • if necessary, apply measures of physical force, weapons, and special means.
After the spectacle of extending the operating hours of establishments in Odessa until 11:00 PM, the number of curfew violations has slightly increased, but there are currently no penalties provided for such actions under the law. The police explain the increase in violators as a result of many guests coming in the summer from other regions, as well as the fact that in some areas the curfew is not implemented at all. The most violations are recorded on weekends and holidays; however, there is currently no criminal liability for this.
