The parking fine is not displayed in electronic services: what drivers should do.

Ukrainian car owners may encounter a situation where a parking fine received in hand does not appear in any electronic service. Lawyers recommend not to ignore such rulings and to pay them on Time.
According to the portal Yuristy.ua, such cases are not exceptions, especially when it comes to fines from the parking inspection. Experts explain that the absence of a ruling in electronic systems does not relieve the driver of responsibility and the need to pay the fine.
A supervisor from Kharkiv received a printed ruling for improper parking dated April 7, 2025. The driver checked all available electronic resources: the 'Diiia' app, the driver's cabinet on MVS.gov.ua, and other services, but the fine was not displayed.
'If this is the parking inspection, the fine will not appear in electronic form at all. However, a ruling from the executive service will eventually appear when the case is transferred there after the voluntary payment period expires,' explains lawyer Oleg Chutchev.
Lawyers unanimously recommend: the fine must be paid regardless of its presence in electronic databases. Lawyer Yuriy Aivazyan, with 33 years of experience, emphasizes: 'Do not wait for the ruling to reach the executor and the fine to be doubled for late payment.'
Regardless of this, if the driver is confident in their correctness, they can appeal the ruling in court, but this does not relieve them of the obligation to pay the fine on time.
