Anarcho-collective system: expert harshly commented on the reform of the housing and communal services.


Chairman of the Union of Consumers of Utility Services of Ukraine Oleg Popenko is convinced that the management of apartment buildings through homeowners' associations (HOs) needs to be radically reconsidered. In his opinion, the current system has proven to be an absolutely unsuccessful experiment.
Criticism of '100% HOs-ification'
The expert criticizes the policy of '100% HOs-ification', calling it the destruction of responsible home ownership. Popenko emphasizes that HOs do not pay taxes, are not economic entities, yet they compete with managers and service the buildings.
The specialist believes it is essential to clearly define the status of HOs, to resolve the questions about their appointment and role in the housing management system. Otherwise, any discussions about reforming the housing sector will remain fruitless.
The above information indicates an increased need to reconsider housing reform in Ukraine, particularly regarding the management model of apartment buildings through homeowners' associations. The criticism of the '100% HOs-ification' policy points to the existing issues in this area that require urgent resolution to improve living conditions in residential buildings.
According to the chairman of the Union of Consumers of Utility Services of Ukraine, the current management system of apartment buildings through homeowners' associations needs serious reconsideration to resolve the problems that hinder improving the living conditions of citizens in residential buildings.
